But Regan spent much of his argument examining the life of the alleged victim and discrepancies in her testimony.
“If you say, ‘Maybe she’s telling the truth, maybe she’s not,’” that qualifies as reasonable doubt, Regan said. “If you find she has lied to you, you can disregard her entire testimony.”
Regan then listed several times she said differing things on the stand and to police, such as how many days the 40-year-old Mississippi woman had been in New Orleans before the attack. The alleged victim also vacillated about whether or not she was a prostitute, the extent of her criminal record and whether she had sex that day, Regan said. The woman also resisted saying whether she had filed a lawsuit against Hollins and told different stories about whether she was handcuffed while she was raped, Regan said.

The Sheriff’s Office seized La Village and arrested owners Anil and Mayaben Patel in March, booking them with two counts of failure to account for local taxes and obstruction of justice. Authorities also seized a second property owned by the Patels, the Trade Winds Motel, 3616 Airline Drive, Metairie.
The Trade Winds is not scheduled for demolition Friday, Fortunato said.
Normand has said the couple underreported occupancy at both motels. Investigators who served a warrant at the properties found two separate sets of books: a cooked set of records with underestimated occupancy rates and a set with the real figures. Normand said the couple owed about $535,000 in back taxes, penalties and interest.
The Sheriff’s Office vice squad also made a series of arrests at the La Village after employees allowed detectives posing as pimps and prostitutes rent rooms on an hourly basis to ply their “trade.”

Henry Hollins, 47, testified that he let the woman go, even after she had repeatedly failed to cooperate with police after being stopped. Instead, Hollins said he gave the woman condoms because he feared she was a prostitute and she had confessed to being HIV-positive. Then, he released her although he initially meant to arrest her for public intoxication and refusing to provide her name.
“I said, ‘Don’t kill anybody,’” Hollins recalled under questioning from his attorney, Martin Regan. Hollins said he also offered the woman suggestions on a church where she could receive assistance with applying for Social Security benefits.

Hollins testified he spotted the 40-year-old woman on Thalia Street in Central City, which was an area police called “Zombieland” because it was frequented by prostitutes and drug users. As he drove up in his police cruiser, he saw the woman appear to throw something into a nearby van.

The owners turned the property over to the Jefferson Parish Sheriff’s Office to satisfy a $535,000 tax debt. The motel was seized last year by the Sheriff’s Office for allegedly allowing prostitution and dodging taxes.

Both of the Patels’ motels were also the sites of numerous drug and prostitution arrests. Neighbors of La Village, including parishioners and students of nearby St. Christopher’s Catholic Church and School, often complained of being propositioned by prostitutes who walked the streets.
The Sheriff’s Office secured proof that the owners and employees were aware of the illicit activities at their properties last year when the vice squad arrested several La Village employees who allowed detectives posing as pimps and prostitutes to rent rooms on an hourly basis. One employee even offered some tips to avoid detection.

A Metairie neighborhood says “goodbye” to a crime-ridden motel, as it’s torn down by the Parish. The motel was shut down years ago, for sales tax evasion. Back then, it was a big problem for the city of Metairie. Jefferson Parish Sheriff Newell Normand calls La Village Motel a haven for drug activity and prostitution. Friday, the Sheriff’s Office is holding a news conference and tearing down the problem property.
Since that property was seized, the Sheriff’s Office has made good use of it. The SWAT team has been using La Village for training exercises, kicking in doors and setting off explosives. It gave teams the opportunity to practice using equipment and hone their skills in a very realistic setting.

Ridgway already confessed to killing Rebecca “Becky” Marrero, a 20-year-old mother and prostitute last seen when she left a motel in 1982. But prosecutors declined to include her case in a 2003 plea deal that spared Ridgway the death penalty, because he was not able to provide conclusive evidence that he killed her.
The plea deal required Ridgway to plead guilty to future King County charges based on new evidence, and he is expected to do so on Feb. 18 at the Regional Justice Center in Kent. Marrero’s family will have the opportunity to confront him.

Ridgway, a commercial truck painter, is one of the nation’s most prolific serial killers, having been convicted of 48 murders and having confessed to or been suspected of dozens more. He preyed upon women and girls at the margins of society – runaways, prostitutes and drug addicts strangled in a spree that terrorized Seattle and its south suburbs in the 1980s. Several victims were dumped in or posed along the Green River.

New Orleans Adult Entertainment: 125 state troopers assigned to New Orleans for Mardi Gras

NEW ORLEANS Louisiana State Police plan to send 125 troopers to New Orleans starting the week before Mardi Gras.
Superintendent Mike Edmonson says that other troopers will arrive earlier to work on task forces dealing with such crimes as narcotics and prostitution. The officers will stay through Ash Wednesday.
The Times-Picayune newspaper reports that some of the troopers will be deployed from Jefferson Parish and others will be sent from Baton Rouge. A few officers from other troops around the state also will be used.
Edmonson says that troopers will work in New Orleans Central Business District and the French Quarter in both uniformed and undercover assignments. That will free New Orleans police to work parade routes and patrol other parts of the city.
